About Box Elder County

Box Elder County, a government entity located in Brigham City, Utah, recently experienced a significant data breach. On discovering the breach, they reported that over 81,664 individuals were impacted, including four residents from Maine. The breach occurred between May 6, 2025, and August 3, 2025, and was identified on November 17, 2025. This breach involved unauthorized access to the County’s external systems, resulting in the exposure of sensitive personal information.

What Happened

On August 3, 2025, the County detected ransomware on our computer network. As soon as we learned this, we immediately launched an investigation with assistance from nationally recognized third-party cybersecurity and data forensics consultants to secure our network and investigate the scope of the incident. We also alerted state and federal law enforcement. Through our investigation, we determined that there was intermittent unauthorized access to our network between May 6, 2025, and August 3, 2025. During that time, the cyber criminals took some County data, including public records. Consistent with FBI guidance, the County refused to pay the cyber criminals any ransom to delete the data. As a result, some County data was posted online by the cyber criminals. We then conducted a thorough review of that data to determine: (1) what information was involved; and (2) who may have been affected. On November 17, 2025, we completed that review and began working to provide written notice of this incident.

The breach affected individuals whose personal information was accessed and potentially published online. The breach was detected on August 3, 2025, and involved unauthorized access to the County’s data starting May 6, 2025.
