About Lycoming County

Lycoming County, a government entity located in Williamsport, Pennsylvania, experienced a data breach involving a significant number of individuals. The breach involved unauthorized access to the County’s systems, which led to the exposure of sensitive information. The incident affected a total of 1,876 individuals, including one resident of Maine. The breach was discovered on November 17, 2025, and notifications were sent to affected individuals on December 9, 2025.

What Happened

On August 12, 2025, the County detected ransomware on our computer network. We immediately launched an investigation with assistance from nationally recognized third-party cybersecurity and data forensics consultants to secure our network and investigate the scope of the incident. We also alerted federal law enforcement. Through our investigation, we determined that the cyber criminals accessed our network between August 11, 2025 and August 12, 2025 and took data. Once we learned this, we conducted a thorough review of the impacted data to determine: (1) what information was involved; (2) who may have been affected; and (3) where those individuals reside. On November 17, 2025, we completed our review and determined that your information was impacted by this incident.

The breach involved ransomware which was detected on August 12, 2025, and impacted data held by the County Department of Public Safety. The affected individuals were notified after a thorough investigation determined the scope of the affected data and individuals.

Next Steps

Affected individuals are advised to enroll in the complimentary identity monitoring services provided by Experian. This service includes credit monitoring, identity restoration, and insurance coverage for identity theft. Individuals should remain vigilant by regularly reviewing their account statements and credit reports for any unauthorized activity. It’s also recommended to report any incidents of suspected identity theft to local law enforcement and the major credit bureaus.

Identity Theft Protection Services

Lycoming County is offering a 12-month membership with Experian’s IdentityWorks, which includes credit monitoring and identity restoration services. Impacted individuals will receive a copy of their credit report at signup, daily credit monitoring, and up to $1 million in identity theft insurance. The services also provide identity restoration support even after the membership has expired. Individuals are encouraged to contact Experian for any fraud-related issues and to enroll in these protection services.
